Below is a summary of his thesis.
The central aim of the thesis is to identify the limits and boundaries of the CSO; to find out how far the use of the CSO could be expanded without it being imposed on offenders for whom it is not suitable. By identifying and analysing the types of offenders who are currently receiving short-term prison sentences (sentences of 12 months or less) and assessing their suitability for community service, this project will seek indicate the extent to which the CSO could realistically be expanded as an alternative to imprisonment.
