Dr. Eimear Spain presented a paper at a recent conference exploring “Challenges to Implementing the Judgments of the European Court of Human Rights: Dialogues on Prisoner Voting Rights” in London on May 20th, 2016. The paper, co-written with Prof. Shane Kilcommins, was entitled “Erga Omnes Implementation in Ireland; Power Distribution, Politics and the Constitution”. The conference was organised by the Council of Europe, PluriCourts and the University of Liverpool and explored one of the most controversial confrontations between the ECtHR and the Contracting Parties in its history: the prisoner voting saga.
