Deaths in Custody: Professor Shane Kilcommins & Dr Eimear Spain

The School of Law was commissioned to conduct an extensive literature review on deaths in custody and to design and populate a database based on international best practice.

The benefits of gathering data included allowing us to test mortality rates relative to the general population and to prison populations in other jurisdictions, identify risk factors within the Irish prison system and compare to international risk factors, and point to appropriate remedial steps. The research was presented to the Minister for Justice and Equality by the Inspector of Prisons.
Funding was secured to publish this data in a report.
